The Law on Educations, Section 12, Education for persons belonging to national minorities, Article 45, point (15)” In primary education with tuition in the languages of the national minorities, the qualifications shall be mentioned in writing and orally as well as in the language in which the tuition is performed”. The written qualification of elementary school students introduced in their grade book is formulated solely in Romanian. The official written qualifications are the following:
Our NGO representatives have held meetings with the representatives of the County School Inspectorate and raised this issue with the Deputy County Inspector, a Hungarian speakers, who is appointed by the Democratic Alliance of Hungarians in Romania. We have also sent out a circular letter to each and every elementary school operating in the County. As a consequence of our letter, a number of school teachers have started to write the qualifications in Hungarian, nevertheless the systemic change didn’t occur, given that the School Inspectorate refused to take measures in order to solve this issue.
Within the framework of our CEMO School Bilingualism Program, (on 16th September 2016) we have been calling on the school inspectors and their assistants of Hargita, Kovászna and Maros Counties to take effective measure to encourage teachers to evaluate Hungarian pupils in their mother tongue. Király András, secretary of state, also responded to our letter, telling us that he already called upon the inspectorates in order to evaluate Hungarian elementary scholars in Hungarian.
