We submitted a complaint letter to the National Council for Combating Discrimination Council (NCCD), against the Covasna County Prefecture and against the orthodox priest, EMANOIL GANCIU, who – on December the 1 st 2016 with the occasion of the National day of Romania – held a speech at the city center in Sepsiszentgyörgy, which can be considered discriminative towards the Hungarian community from Romania.
The NCDD in April 2017, upon the 792/2016 case, decided that the speech of the orthodox priest, Emoil Ganciu, was not discriminatory. The NCCD said, only the phrase “grit the teeth” can be considered being offensive for the targeted community, but this does not go beyond freedom of expression. The decision-making body of the NCCD made a remark, in which they emphasized that the use of inappropriate terms which could trigger powerful reactions and intensify tolerance should be avoided in public speeches. The NCCD suggested to the priest that I in the future he should pay more attention to his public speeches and beware of the tone which may intensify the intolerance of the population.
